In April 2010, along with a rapid political storm swept from south to north of Kyrgyzstan, the discontent and pessimism, which were confined to the old system and nowhere to be resolved, shattered Bakiyev’s government by the way of non-institutionalization and violence. In the revolution, Presidential system was overthrown, and then the parliamentary system of government was established. From then on, Kyrgyzstan has held two peaceful parliamentary elections, particularly the parliamentary elections scheduled in October 2015, which further review the effectiveness of the parliamentary system of government. It is undoubtedly Meaningful that this paper takes the Kyrgyz’s parliamentary system of government and political parties as the research objects for us to understand the development of party politics in Kyrgyzstan under the parliamentary system of government and judge the future development trend of political parties.Compared with the development of party politics before the establishment of parliamentary system of government in Kyrgyzstan, it is not difficult to find that parliamentary elections and party politics have gradual transformed from " Loss flawless" state to "chaos in the orderly" since the parliamentary era.And then in the 2015 parliamentary elections,it achieved a " progress while maintaining stability. " Juxtaposing the party politics under the presidential system and the parliamentary system of government in Kyrgyzstan, we can find that the greatest difference between them is that parties have stronger influence to executive power under the parliamentary system. In the process of the evolution of party politics, party politics still remained the features of "Fragmentation" and "Low institutionalized ", but the characteristics of "moderate" and "Union" of it were increasingly prominent. And under the joint actions of internal and external factors, the direction of democratic transformation of the political parties in Kyrgyzstan has been irreversible. Indeed, due to the development of Kyrgyzstan’s political is still in the stage of trial and error, "Central Asia Properties", such as authoritarian, fragility, tribal nature, its dependence,are still the background of party political system, which limits the development of party politics. At the same time, the factors, such as the religious extremism and Great games, bring a great number of pressures to the development of Kyrgyzstan’s party politics.Kyrgyzstan’s parliamentary system of government shapes the party politics; in return, the party politics also affect it. In the interaction between party politics and the parliamentary system, the interactions between the main political parties have profound impacts on production and operation of parliament, which rebalances the central authority. At the same time, the levels of institutionalization of party politics also have a profound impact on the development prospects of a parliamentary system of government.
