As the organ in charge of penalty enforcement on behalf of the state, prisons are at risk of incurring corruption in the process of executing punishment. Since 2010, the prison system has been exploring and practicing ways to prevent and control the possibility of corruption. Yet so far no systematic and in-depth study has been conducted in this regard. Against this context, I will endeavor to sort out, based on my own working experience and in a systemic manner, the theoretical origin and practical operation of corruption prevention and control in prisons. My aim is to work out a systematic, scientific and institutionalized scheme of preventing and controlling corruption risks. These risks may arise from a lack of proper education, institutional constraint, strict supervision as well as self-restraint for prison policemen in law enforcement and in everyday life. This is done, for the purpose of reducing and eliminating corruption risks, via early precaution, mid-term monitoring, later treatment and other measures based on relevant risk management theories and quality management practices. This scheme can hopefully improve the efficiency of law enforcement and the quality of offender rehabilitation, reduce recidivism, and create a harmonious relationship between prison policemen and prisoners.Drawing on foreign and domestic literature, this thesis focuses on the processes of risk management. It starts by defining relevant concepts and illustrating two basic theories, namely risk management and total quality management. This is followed by an analysis of four types of corruption risks in the prison system and possible solutions, involving the objectives, principles and processes of corruption prevention and control. PDCA is utilized to optimize the operational processes. After that a case study on Quanzhou Prison is conducted to investigate the circumstances nationwide, including a profile of the prison concerned, an analysis over the results achieved, existing problems and underlying causes, as well as proposals on perfecting its shortcomings in light of former successful experience. Suggestions are made on bettering the prevention and control of corruption risks in Chinese prisons by means of promoting anti-corruption education, improving the prevention and control system, strengthening supervision mechanisms as well as encouraging scientific and technological innovation.This thesis features an application of risk management to the building of clean prisons, which is an extension of the realm of risk management and, at the same time, an alternative to conventional corruption curbing in the prison system. The case study on Quanzhou Prison verifies that the prevention and control of corruption risks results in an innovation of the internal management of prisons in terms of concepts, models and mechanisms, with positive consequences.
