Grassroots Government Home Care Service Research Lead

Population aging is a common problem in the world today. Quanzhou ste pped into the population aging society in 2007.Rising population aging becom es an important sign of Quanzhou’s economic development and social progress,which meanwhile hampers Quanzhou’s development.Traditional family pattern of old-age and retirement organization are insufficient to support the rapid hu ge aging society,we need to explore new forms to accommodate the enormo us demands of the elderly care service,in this situation,home-based care servi ce emerges as the times require.Insist on government-leading,based on the act ual situation of population aging,Quanzhou has carried on the beneficial explo ration in terms of family endowment service Since 2006,and gradually formed the pension service model with Quanzhou characteristics.But there are also m any problems to be solved along this shift.Home-based care service accords w ith the characteristic of economy,society and civilization in Quanzhou,therefor e government has to play a key role in order to ensure this form’s developm ent.This article based on the New Public Service Theory and Public Goods Theory,Welfare Pluralism Theory,Maslow’s Hierarchy of Needs,combined with l iterature research method and empirical analysis method to research on the pr oblems of Jinshan Community,Licheng District,Quanzhou City home care servi ces under the government-led, to analyze responsibility situation of the local g overnment in home care services,and on this basis,the paper makes constructiv e comments or suggestions for the pension services, in order to promote the development and improvement of the pension service in Licheng District of Q uanzhou City, and to provide a theoretical reference for improving the quality of life of the elderly.Chapter one is the introduction, which elaborates the significance and background of motivation, review of the research status, the theoretical basisand methods of the research.The second chapter analyzes the function of the government in the devel opment of home care services, which include four aspects of system security,policy guidance, support and supervision and management.The third chapter,as the focus of this paper, which introduces the develop ment process of promoting home care service in Licheng District of Quanzho u City and the concrete practice of the home care service for the Jinshan co mmunity.And analyze home care service development in Jinshan Community,Licheng District, Quanzhou City,the status of government functions and the ou tstanding problems in detail.The fourth chapter based on the previous analysis and put forward sugge stions of Quanzhou home care service system,which Include: increase the hom e care concept propaganda; improve the system of home care related regulatio ns; increase the financial investment in home care services; strengthen the sup ervision and management of home care services; strengthen the professional c onstruction of home care personnel; transformation of government functions; p romote the industrialization of home care services.The last chapter is the conclusion,deficiency and Prospect.
