The Residents Participation Of The Urban Community Governance

Residents participate in the governance of urban communities which is an important part of modern democracy. As the most important participant in community activities, residents play an important role of community development. Residents participate in community affairs which is a important way of expressing their requirements and protecting their rights. Residents can completely participate in community management which can make community development and realize self-management, self-service, self-education and self-supervision of community. Although community management makes a progress, there are some problems.This paper expounds the basic concepts and significance of the residents in urban community government by the use of the basic theories of politics, sociology, administration. Based on investigation of the situation of residents governance of Huangzhou T community, this paper analyses the current situation of our residents’ governance in urban community and states relevant measures.The thesis includes four chapters.Chapter one, which is the part of introduction, explains the research background and purpose, and briefly reviews relevant researches in home and aboard.The second chapter firstly defines the conceptions that the article has involved. After that, it concretely analyzes the significance of residents’governance, which was elaborated from 5 aspects:first, community participation is the foundation of community governance; second, the extend of community participation is the symbol of community development; third, community participation can reduce the cost of community governance; fourth, community participation can coordinate the interests from parts of the community; at last, community participation can perfect the governance mechanism of community governanceThe third chapter is based on investigation of Huangzhou T community and analyses the current situation of residents’management in this community. This thesis points deficiencies of community management and analyses the reason of these deficiencies. The investigation was concentrated on three aspects:the community’s governance environment, the attitude of residents to participate in community activities and resident participation in community activities. The participation was low of the T community, and it showed in four aspects:low ratio of participation, irrational participation main structure, limited participation contents and the involvement is not deep. The reasons of the low participation were several:first, the position of the government and the community was not correct in the community governance; second, there was the lack of community participation interests mechanism; third, the lack of the channels of participation; and at last, the personal constrains of the participants.The fourth chapter put forward relative countermeasures and methods of strengthening and improving residents’participation in community governance. The measures includes four aspects:first, reducing the government intervention and establishing the multi-agent participation mode; second, improving the incentive system and increasing the willingness of the residents to participate; third, Broadening the channels for residents to participate, and innovating forms of community activities; fourth, improving the quality of residents and enhancing the capacity to participate...
