Primary and secondary schools security is not only the basis and premise of the school works, but also the basic protection to carry out the educational and teaching activities. With the continuous development and progress of society, kinds of contradictions, security crisis and problems appear hardly to estimate their width and depth for the diversification and complication. Once occurred, security accidents will influence the normal education order and damage the benefits of students and their parents, even endanger the social stability and national development. Campus safety education in primary and secondary schools, an extremely important part of school education, is the prerequisite and fundamental guarantee of the students’comprehensive development, which is particularly crucial for perfect knowledge of the primary and secondary structure.Primary and secondary student safety education is part of safety education in schools, but also part of the management of school education. Researching of primary and secondary schools safety education not only has important significant to construct the education management theory, provide rich contents for school education and management and complete the school security principals, but also provide a rich theoretical basis for schoolmaster to advance the security education and management. In this study, documentary research, logical speculation method, case studies and comparative research method are applying to explore the theory of alienation phenomena of the safety education of primary and secondary schools in China.Firstly, this paper discusses the connotation of safety education in primary and secondary schools, the objectives, features, content, and its significance.Secondly, pose and explain several alienation phenomena according to the cases of school security education, such as "Main subjects occupy the activity classes","Cancel or simplify the extra-curricular activities, sports activities for safety","Little effect on safety education classes","Began to attach importance after accidents", explore existing problems in the school security education, for example,"Value examination but contempt students’ physical and mental development","Limit students’ activities for safety","Value knowledge explaining but contempt practice","Value response after accident but contempt prevention", then analyze the alienation phenomena through both dominant reasons and hidden reasons.Finally, according to the existing problems and their causes, improvement countermeasures and suggestions to sort out the theoretical basis for campus safety education in primary and secondary schools, including the idea of "people-oriented", Maslow’s hierarchy of needs theory, theory of life education. Marx’s theory of practice, systems management thelllory, there are other theories, and so on, theoretical research and practical safety education for primary and secondary schools in order to provide a reference.
