Higher vocational education in our country after reform andopening up30years of development, has formed agovernment-running model, which is dominated by the government.Higher vocational education has played an important role in ourcountry’s economic construction and social development. But inin an age with the information technology and knowledge economyas the core today, the disadvantages of school-running modewhich depends on the government force are emerging as follows:the bureaucratic system dominated the divine educational field.Higher vocational education institutions are too large and toomany administrative personnel, administrative power transpasscharacteristics of academic power and the specialty ofschool-running is not obvious. There are so many problems thatwe have to give more attention to the government under theleadership of the school-running model so as to examine andreflect on how we can get out of the administration barriershigher vocational education and What kind of school-runningpattern is needed for higher vocational education?These problems have their profound reasons that is administrative running pattern of higher vocational colleges.From the developmental history of our country’s highervocational education schools, we learn that the highervocational education in our country is always under thegovernment control from the moment it was born. In order tosolve the problems above, the author does further studies andfinds that higher vocational education must be out of the"school-the government" binary opposite thinking ways and wemust get rid of the heavy burden on traditional path dependence,and comply with the higher vocational education laws and marketeconomy logic. The measures we take are as following: firstly,the government must change from direct management to indirectmanagement by distribute power,micro concrete control changefrom into macro policy guidance.Secondly, the educationmechanism and market mechanism must be introduced to run highervocational education, and make full use of professors andprincipals contribution in the field of education.At the sametime,we must absorb the industry, enterprises and civilorganizations to participate in the school-running.
