Study On The Making Subject Of Local University’s Charter Based On The Stakeholder Theory

For a long time, colleges and universities as the government’s appendages running without charters,however,the effect is always come under question. In recent years, our county put forward enacting the universitycharter in the process of exploring the innovation of higher education management system. The university charter isthe core of the construction of modern university system, but the ambiguity of making subject has become themajor obstacle in the construction process of enacting university charter. To promote the construction of theuniversity charter, the making subject must be clear.University charter will confirm and specificate the interestrelationships and governance structure, the making subject is the foundation of university’s interest relationshipsand power structure. Different universities face with different interest relationships, thus the making subject ofdifferent universities can’t treat as the same.Along with our country’s deepening reform in economic system,political system and higher education management, the interest relationships of local university has changedprofoundly。Under such context, on the basis of stakeholder theory, this paper through analyzing current interestrelationships and problems of local university,aim at theoretically infers the making subject of local university, andstudy their participation style.The full text mainly consists of four parts:the first part through study the connotation and enlightenmentof stakeholder theory through literature discussion, in an attempt to studying who is the stakeholder of localuniversity and their rights in the process of enact university charter.The second part based on the reality, taking twolocal university as an example, analysis the value pursuit、the making subject、the obstacles in the process ofenacting the charter, then sum up the experiences and shortages, at the same time study the value pursuit of localuniversity in enacting the charter.The third part introduce the university charter’s making subject of Britain andAmerica, concluded the beneficial enlightenment to our country. The fourth part, clear and definite three basicprinciples which is legitimacy principles、local principles、benefit guarantee principles that must be followed in theprocess of enacting the university charter first of all. Then put forward the core viewpoint of this paper that themaking subject of local university charter are the local university’s stakeholders, and they should have differentparticipation styles:all The stakeholders participate in the drafting by media and internet; The committee whichconstituted by the representatives of stakeholders enforce the deliberation and voting rights; The ProvincialDepartment of Education enforce the right to audit. At last, offering some proposals point at the difficulties andproblems that may encounter when the stakeholders participate in enacting university charter.
