Compulsory education is the source of development of education, is the foundation of thebuilding the whole education system. The balanced development of compulsory education isnot only the basis for the development of each individual, but also the whole society andnation intelligence source of long-term development. Education fair is a democracy andmodern society’s most basic value pursuit, to realize the urban and rural compulsory educationbalanced development is not only the content of the education fairness and the request, also isour country an important point to the scientific outlook on development in the field ofeducation. Although China has universal nine-year compulsory education basically solved theurban and rural school-age children “have the chance to read” problem, but “reading a goodbook” problem still exists. Due to a series of historical and practical reasons, to achieve acomprehensive and balanced urban and rural compulsory education, there are manyhigh-quality balanced the need for improvement, need to go a very long way. In this paper,starting from the theoretical basis of balanced development of compulsory education in urbanand rural areas, and take Dehui City, Jilin Province in the process of urban and ruralcompulsory education balanced development of a series of practical exploration as anexample, to understand the current situation of the compulsory education balanceddevelopment between urban and rural areas in China. Thus found that the presence of "largeclasses" phenomenon, teaching staff, school conditions of the problem and explore their ideas,laws and policies, urban and rural management system and other reasons. I draw on the usefulexperience in domestic and international, based on the suggestions put forward to build withChinese characteristics, adapt and promote the balanced development of compulsoryeducation in urban and rural areas, including the establishment of the concept of balanceddevelopment of urban and rural compulsory education, strengthen laws and policies to protectthe balanced development of urban and rural compulsory education achieve integration ofurban and rural compulsory education management system, establish a reasonablecompulsory financial transfer payment system.
