The report of the18th National Congress of the Communist Party of China putforward the grand target of building a moderately prosperous society in an all-roundway. There is a big difference from the comprehensive construction well-off society tobuilding a moderately prosperous society in an all-round way. The word ofcomprehensive includes both cities and rural areas, while rural grassroots constructionis the key and the weakness. However, lack of knowledge of rural labor culture,low-quality, professional and technical personnel poor prevent economy from movingforward in rural areas. In order to promote the prosperity and development of ruraleconomy, there is an urgent need for a large number of qualities, ideals, and educatedcollege graduates towards the countryside, rural services, and rural roots. On the otherhand is a stark contrast to the millions of college graduates has received modernscience and technology education is not employment, forming a huge "unemployed"team. In this case, positive incentives to rural grassroots college employment, it isimperative to establish an incentive mechanism. Although today’s government,universities, have already taken a number of incentives, but these incentives have notformed an organic entirety. This results in poor grassroots college employment effect.Therefore, it is important that putting forward some comments and suggestions tomake incentives mechanism of university student’s employment in the grass-rootsbetter, more effective based on the analysis of existing situation.Firstly, gathered information through literature research, case interviews andother methods, this study descriptive analyze the current status of primaryemployment of university students based on other studies. The basic reality of thesituation is the attitude to the thing about employment is recognition, althoughrooted in grass-roots consciousness is not strong. At the same time, in grass-rootsemployment university students fewer number, high turnover rate, and poormotivation, university students can not work effectively at the grass-roots level. Sothat the win-win results which the original can be achieved both the development of the students themselves and grass-roots development greatly reduced. Secondly, interms of the main incentive, incentive objects, incentives and incentive environmentto identify, in order to provide the basis for the further improvement. Finally,combining personal point of view, this study put forward some suggestions toimprove the incentives mechanism of the university students’ employment in thegrass-roots. The government should propose top-level design, school autonomyreform, the grass-roots units should be improved gradually in practice. All incentivesubjects should guide students to self-motivation from the inside out. Fully mobilizeall social forces to create a good social atmosphere.
