"Primary school Chinese curriculum standard"pointed out:"oral communication ability is the modern citizen’s necessary ability, should cultivate students listening, expression and response capacity, causes the student to have a civilized and harmonious interpersonal communication literacy." Therefore, to develop oral communication teaching is particularly important.However, the current education is faced with a terrible problem, it is the students’ ability of oral communication is gradually weaken and atrophy. In real classroom often display cold weather, students are reluctant to raise your hand to speak, even was called up and also end up in a few words. They are often used to listen to the teacher, sometimes even said, often don’t know what to say or want to say but can not find the appropriate language, can only use some drab, superficial, no words to express individuality. Especially for some rural primary schools, the plight of oral English teaching is more obvious, mainly in that the majority of students for migrant children, parents due to busy living, such as not enough consciousness education, caused the lack of preschool education, family education guidance, education resources are relatively limited, knowledge is relatively small, narrow reading, rarely equal dialogue and communication with the child, cause the difficulty of expression. These have become the problem of rural primary school oral communication teaching.The author through to the domestic and foreign about the students’ Chinese system of cultivating the ability of oral English study and summary, and combined with the Shanghai Jiading district elementary school C the typical rural primary school, combining with the characteristics of the "new rural education" concept, to carry out the study. This paper will be divided into three parts:the first part is the introduction part, the significance of this research, objectives and methods, and theoretical basis for jiading district, and through the review of research at home and abroad and combining C elementary school experience results in the concept of "new rural education" to carry out the study. Jiading district, the second part is based on the3-5grade C language oral communication ability present situation investigation, the investigation purpose and content, and the investigation on the implementation of results, problems and causes are analyzed. Found in the recognition of cultivating the ability of oral communication training content, and evaluation of both become the factors that influence students’oral communication ability. Part and the third part is the key of the research and design new rural pupils oral communication ability training of the implementation of the total scheme, and on the basis of the overall goal of the research and implementation, to the "new rural primary school Chinese oral communication ability training" class way of research, mainly through the "new rural pupils oral communication ability training" school-based courses (language) Settings, especially in grade five of the first semester, for example, in the new rural primary school students oral communicative ability training research "school-based curriculum design, explore the language norm tutorial, ways of cultivating the ability of oral communication. Finally, under the new rural education concept of oral communication training for research in the club activities, and formed the oral expression method of five sections and oral English level, and through the multi-dimensional evaluation of oral expression, guide students to learn in practice and the natural environment and get along with others, improve the ability of language expression, communication and strain, as well as the comprehensive cultural quality.
