MS College,as an independent college,is jointly organized by HN university and HB group.Taking up the leading position among equivalent colleges in the overall educational level, MS College,with the reduction in the enrollment of freshmen and the grim employment of graduates, is still facing crisisof survival and development. Furthermore, the Ministry of Education is carrying out a comprehensiveassessment in2014, by then, whether MS College can achieve the standards directly determines her fate. Itis an urgent and inevitable question for MS College to determine what kind of strategies and measures to betaken at present and in the future for a healthy and sustainable development.Based on enterprise strategic management theory, university strategic management theory andstakeholder theory, this study analyzes the development of private colleges and summarizes the typicalrunning features of excellent educational institutions by combining literature research with interviews andinduction. On the basis, the article, applying the Porter’s five forces model, analyzes the competitiveenvironment of independent colleges facing. Meanwhile, strengths and weaknesses, opportunities andchallenges of MS College are described and analyzed through SWOT. Finally, specific policy and strategiesfor the development of MS College are proposed based on related theories and excellent experience ofprivate colleges in this paper. The main contents are as follows:Firstly, characteristics of running and development situation of excellent private colleges arecombed. As a whole, private higher education, almost half of which are independent colleges atundergraduate level, has become an important part of the National Higher Education. Colleges conducted by companies are in full swing, and graduate education has already appeared. According to the experienceof some excellent private colleges, they not only own their own private higher education institutions, butalso hire celebrities and renowned education experts to participate in the corporate governance structure,make personnel training programs and develop diversifying teaching to meet market demands, and so on.These peculiar school-running measurements make them have considerable progress.Secondly, internal strengths and weaknesses, external opportunities and challenges of MSCollege have been analyzed by scanning the competitive situation of private colleges. In the study of thecompetitive situation, Potter’s five forces model is used for comprehensively analyzing the establishmentstandard of independent college, the choice of freshmen and parents, the employ ability of graduates ofindependent colleges, and the threat of substitute of any other private college and university. Under thismacroscopic competitive background, the analytical tool, SWOT, has been used to elaborate advantagesand disadvantages, opportunities and challenges of MS College for digging out its core competitiveadvantages: few competitors because of the implementation of undergraduate education; low running costfor sharing alma mater resources; huge potential of development being located in the economic core area.Thirdly, strategies and measures for MS College’s development have been proposed. MS Collegehas a goal of being a province’s leading, nationally recognized independent college in next5-10years. Forthis purpose, MS College has to make the cost leadership and characteristic location as a strategicpositioning, and the brand-follows a strategic choice. The detailed measurements are as follows:First, building the model of “development involves multiple subjects collaborating together ",which means MS College should actively seek trust and support from the government, organize teachersand students participating in the management, and absorb enterprises involving in the reform of talent training mode.Second, perfecting the internal corporate governance structure and scientific decision-makingprocess, which means that the Board members should be scientifically configured, effective communicationchannels for the benefit of the Board should be established; appointment and evaluation methods for theDean need to be reformed; the internal supervisory body and independent academic organizations need tobe established and improved; high-quality management talents should be selected and appointed.Third, overall planning with emphasizing the strategic and oriented development program, whichmeans building specialized strategic agencies for researching and implementing, cognizing the intrinsicvalue of strategic program; revising, perfecting and promoting the strategic program; advancing theinstitutional innovation for ensuring the implementation of the strategic program.Fourth, strengthening the teacher staff for a team of excellent teachers, that is employingcompetent and well-trained talents with high salaries following no set form, intensifying teachers’ trainingand morality construction, improving the people-oriented teachers’ management and evaluation mechanism,establishing and completing staff welfare, providing and creating teachers conditions and means forrealizing their life values.Fifth, innovating running model and developing brand characteristics for enhancing teachingquality, which means innovating personnel training model should be based on the market needs, makingfull use of the dislocation development, highlighting nonprofit education, completing the quality controlsystem for ensuring teaching quality.
