The study on the validity of NMET has always been the focus of many experts and scholars. Not only does it reflect the quality of NMET, but also it makes great difference to English education on primary and secondary schools and the talent selection and screening for universities directly. Reading and Blanks Filling, a new type of question in Hunan NMET, highlights the main characteristics of the reform of NMET:seeking changes in stability and pursuing renovation from changes. It has attracted a large number of domestic scholars to study it. However, the study is mainly put on NMET designing and problems solving so that the study on content validity of Reading and Blanks Filling from a relatively scientific and systematic point is neglected by scholars. Given this, it is necessary to study it basing on National English Curriculum Standards for Common Senior High School. To this degree, it has an important theoretic significance and the practical value from the angle of reading skills of the eighth English language skills in National English Curriculum Standards for Common Senior High School to analyze the content validity on Reading and Blanks Filling in Hunan NMET.Reading and Blanks Filling, relatively and comprehensively testing students’ability of using language, is a typical subjective items. Students who want to work it out must possess some abilities of information searching, information processing and information utilizing. It greatly reduces students’possibility of guessing answers,which is better for reflecting students’ability of thinking and doing things in English compared with objective items. In this respect, this item is up to the requirement on the eighth level of reading skills proposed by National English Curriculum Standards for Common Senior High School to most degree. Therefore, its content validity is higher than objective items’. However, we found that there are still some inadequacies needed to be improved after further analysis. For example, educational expositions make up the most part of reading materials, which causes the genres and themes a little monotonous; the testing for students’ English language skills focuses on the understanding of the specific information in reading materials, which causes the test points over concentrated; questions designed to test students’ ability of doing things in English is insufficient, which weakens the function of task of Reading and Blanks Filling. All these aspects greatly discounted the content validity of Reading and Blanks Filling.On account of these, it is essential to improve the content validity of Reading and Blanks Filling through further optimizing its design. In terms of the content of Reading and Blanks Filling, the subjectivity and the function of task should be reinforced. At the same time, the reading materials should be chosen diversely and adaptably. Besides, people who design tests should have a good knowledge of and based on National English Curriculum Standards for Common Senior High School when designing test. Under such conditions, not only does it ensure the equity of the tests, but also it safeguards the diversity of answers in NMET.
