Along with the adjustment of our country’s economic structure, social demandfor skilled workers is increasing. As the second largest engine ofBeijing-Tianjin-Hebei regional integration development, Tianjin bears the importantmission of serving the Bohai Rim and beaming the "three Norths". Binhai New Area,as the national strategy, also needs a large number of skilled talents as basis in theprocess of constantly deepening the comprehensive coordinated reform andstrengthening the vitality of economic and social development. Secondary vocationaleducation is playing an increasingly significant role as an important part of vocationaleducation. The teaching staff in secondary vocational school is the key to improvingthe quality of vocational education and cultivating high-quality talents. The study onthe construction of teaching staff in secondary vocational school in Tianjin is of vitalimportance to improving the quality of talent cultivation in secondary vocationalschool and cultivating high-quality talents for the economic development of Tianjin.Many research methods were used in this paper such as documentary method,case analysis method and depth interview. Based on the presentation of some basicconcepts and theory, systematic analysis was made about the current status andconstruction development of teaching staff in in secondary vocational school inTianjin. In addition, the second business school in Tianjin was taken as an example toillustrate the existing problems and reasons in the construction of teaching staff insecondary vocational school. Through the data analysis of the number, age, andeducation background of the teaching staff, the dual-qualification teachers rate and theteachers’ working experience in enterprise, we can conclude that many problems suchas the unreasonable teachers structure, lack of practical operating experience andpassive mood exist due to the relatively single source of teachers, lag teacher training,serious idle thoughts as well as the imperfect career planning and incentivemechanism. According to the existing problems and analysis results in theconstruction of teaching staff in secondary vocational school in Tianjin, the teachingstaff construction in secondary vocational schools is divided intofour-dimension—introduction, training, motivation and evaluation. Many suggestions are proposed from several aspects such as introduction, training andretention, hoping to have an effect on stabilizing the small and medium-sizedsecondary vocational school teachers and enhancing the level of teaching staff bybroadening the introduction channel for teachers, forging a part-time teacher team,perfecting training system, expanding the cooperation between colleges andenterprises, implementing performance pay, perfecting incentive mechanismaccording to teachers’ actual needs and fostering sound environment for teachers’growth.
