Since China adopted the expansion of college enrollment, Country and localgovernments pay attention to the development of higher education. With the development ofChina’s higher education, scale of higher education continues to expand, gradual improvementof the higher education system, a substantial increase in the quality of teaching and teachereducation levels, this is the future of economic construction and developments training a largenumber of professional talents pad for the foundation. Development of Xinjiang HigherEducation and development of China Higher Education is also inextricably linked. However,due to a multi-ethnic region of Xinjiang province, with multi-national character, in politics,culture, ideas, differences in the environment, higher education the various ethnic groupsshould be higher investment ideas there are differences, how its rate of return to Highereducation for the status of all ethnic groups in Xinjiang is?In this paper, the main access to the four national2012survey by the Xinjiang region,field visits and other forms (Uygur, Han, Kazak, Hui) years of service personnel access tohigher education, bilingual education age, income, work experience and the unit belongsindustry type and other information. However, due to the human, material and financialresources are limited, the only choice when distributing questionnaires compare with nationalrepresentative of the four cities, and based on effective screening questionnaire data recoveryand ultimately selected this article the sample data. In the estimation of various nationalitiesinvestment yield is higher this paper uses the classic Mincer model and the improved modelof regression analysis, the results showed that:2012Higher income minorities in Xinjiangregion is higher than the sample yields higher Han, and have higher rates of income Uygurand Kazak languages themselves above the Hui ethnic minority. On this basis, we furtherimproved Mincer model with Uygur and Kazak bilingual education years to estimate theimpact of personal income,research found that Years of bilingual education have an impacton income, the impact of bilingual education Kazakh accepted on income higher than theimpact of bilingual education Uighur accepted on income. Finally, according to theconclusions of the study, this paper presents recommendations from higher education toincrease enrollment and improve the mechanism of these two aspects of bilingual education,for reference.
