After the significant reform relevant to disciplinary structure, management mechanism,personnel training and introduction since2009, H University School of Economics andManagement has made a good change, determined clear management ideas and methods,constructed and implemented the teacher incentive system which dominated by the "4+2"incentive system gradually. But its soft power is still weak, which does not match theposition of H University in the national college. Therefore, it is an urgent affair need to beresearched and managed currently for the school of economics and management toemphasize the “based on teachers”, analyze and evaluate the effect of the teacher incentivesystems, sum up experience, found the factors that restrict the effect, meet the reasonableneeds of teachers, make teachers play a collective positive energy.In this paper, it is used “describe case, case analysis and evaluation, found the problem,which proposed countermeasure” in a single case study to start a topic on the basis of theintroduction of the principle, related theory and incentive mechanism. First of all, accordingto the information of the survey, being summarized the foundation, guiding and systemplatform is dependent on teacher incentive system in the school of economics anddevelopment of H University, being designed the structure of teacher incentive systemconsists of three level indicators,255parameters and the corresponding weights, whichforms the magnitude scale questionnaire. Secondly, a questionnaire survey was operated oncollege teachers, which made the questionnaire statistical data. And with the help of avariety of management tools, the teacher incentive system is analyzed and evaluated fromthe perspective of comprehensive and classification. Finally it is concluded that the teacherincentive system has played a positive role in the development of the school. And thematerial incentive effect is the best, the competitive incentive effect is good, while theeffect of the spiritual incentive is poor. However, the teacher incentive system still has abright future, because the identification degree of the teachers is generally recognized at thelower position in the model of dynamic behavior. The key point, which exerts the drivingforces behind the foundation, core and synthesis, is to strengthen the effect of the materialincentive, enhance the level of spiritual motivation, and adjust the competitive incentiveprograms for the sake of internalization, benign power structure of high-level direction ofthe teacher incentive system in the school of the economics and mangagement.The innovations of this papers include to:(1) investigate, analyze and evaluate the effect of the teacher incentive system from the perspective of incentive management of acollege and standing on the point of the teachers;(2) combine the relevant theories with thecollege’s actual situation, design the college teacher incentive structure index system andthe weights, make a more comprehensive reflection of its incentive current situation;(3)analyze and evaluate the topic from the aspects of quantitative and qualitative by means ofstatistical indicators, multi-stage weighted average, behavioral dynamic model, Paretodiagram and other management tools;(4) combine the integrated analysis and the clusteranalysis, research the topic in-depth, find out the key problems and propose solutions.
