The priority to the development of national education in minority areas is a strategic choice based on the dual specificity of the education and minority areas. Policy makers should made specific policies to ensure this strategy into practice. There exist two basic methods for the priority of education development in minority areas. Policy involution is a complex process, which needs strong support of human capital and enough social resource. So, this method is difficult to be applied in minority areas. Policy transplantation is more convenient and effective compared with policy involution, which can take full advantages of backwardness in minority areas. So, this method becomes the most popular means to the strategy of priority to education development in minority areas.Virtually, the choice of policy generation method is determined by the national overall policy resources and the demands of education development It will bring out the problem of policy transplantation failure, if we transplant the policy from other place blindly and simply. Under the basic pattern of detached integration, minority and non-minority areas not only exhibits universal features similarly, but also shows the differentiation features of their own personality. Finding out the intersection of universality and particularity between minority and non-minority areas is the key to the success of policy transplantation. Based on this, the research will be divided into five sections to analyze the policy transplantation of the priority to education development in minority areas combining with the particularity of minority areas and education.The first section gives the theoretical interpretation on policy transplantation of priority to the education development in minority areas. It has a long history for the policy transplantation of priority to education development in minority areas. But how to explain the rationality of policy transplantation as an objective fact still need to be further in-depth discussion and analysis. So, this part will give the specific explanation on the nature, status, regulation and function of policy transplantation in minority areas to the education development in order to provide the theory premise and the foundation for the following study.The second section gives the current situation on policy transplantation of priority to the education development in minority areas. From the perspective of theory, it is necessary and feasible for the strategy of priority to education development in minority areas through the policy transplantation. But how about the policy transplantation in reality still need an in-depth analysis. So, this section will give the detailed investigation from five dimensions on giving priority to education development in minority areas, which takes the Qiandongnan Miao and Dong autonomous prefecture for example and use questionnaire, interview and observation as main methods.The third section gives the problem representation on policy transplantation failure of priority to the education development in minority areas, policy transplantation not only concerns about the process, but also focuses on the results. According to the policy process theory point of view, the policy can be seen as a transplant from the "shift" to "plant", "shift" emphasizes the process, and "planting" emphasizes the result. The failure of policy transplantation occurred not only in the process, but also in the result. So, this section will give the failure characterization by combining the survey analysis based on Qiandongnan Miao and Dong autonomous prefecture from both the process and result.The forth section gives the mechanism on policy transplantation failure of priority to the education development in minority areas. The failure of policy transplantation is an objective exist in process of policy transplantation, because of the dual specificity of priority to education development in minority areas, the policy transplantation failure is not scarce to be seen in the practice. In fact, any phenomenon has its inherent mechanism, priority to education development in minority areas is no exception. So, this section will deduce the underlying mechanism of occurrence from five aspects.The last section gives the improvement suggestions on policy transplantation failure of priority to the education development in minority areas. Policy transplantation failure is the result of a combination by the multi-dimensional variables. Correcting the failure of policy transplantation need to begin with the basic structure element by overcoming the pattern of fragmentation thinking in the process of policy transplantation. So, this section will put forward four suggestions from the subject of policy transplantation, the object of policy transplantation, the environment of policy transplantation and the mechanism of policy transplantation on the basis of above analysis.
