In the past few years, with the development of sports lottery in China, the advancement of commercial horse racing and horse racing lottery has become an important issue under discussion. All communities have made efforts in this field but in vain. So far, academic researches on horse racing lottery have mainly focused on introductions of overseas experience in this field and reflections on its necessity and operation in China. There is little in-depth study on possible difficulties when introducing them or how to solve them. Under the guidance of the sociological analytic strategy of "Structure-Event", this thesis probes into the relationship between the issuance of horse lottery and China’s social development and transformation, regarding Wuhan’s issuance of horse lottery and efforts made on it as a "social event" in the process of China’s development of sports lottery. The thesis analyzes the reasons for horse lottery’s appearance on the agenda, sorts out Wuhan’s efforts to become a pilot city to issue horse lottery and its unsuccessful results, discusses the reasons for the failure and the future prospect at the macro social-structural level, and probes into the opportunities, space, problems and limits which the development of sports lottery encounters in the period of China’s social transformation. It is argued in this thesis that the discussions about horse lottery are the products of the deepening of market economy as well as the openness and conceptual transformation of the society in the process of China’s reform and opening up, and that it is determined by the historical conditions and actual efforts of Wuhan, a megacity in central China, whether it can be a pilot city to issue horse racing lottery. The realistic foundation for Wuhan’s bid to issue horse racing lottery are its profound culture of horse racing in modern times, the government’s strenuous efforts and its scheme, the constructions of relative facilities and venues, and the support from all sectors including academia and media. The reasons for the failure, at the macro social-structural level, are concluded as follows:firstly, the central government holds a wait-and-see attitude towards the issuance due to its special nature and possible negative effects. Secondly, various aspects of our society, including ideology, values and orders, are intertwined in the process of our country’s social transformation. Consequently, there remain a number of structural limits to China’s development of sports lottery at the present stage. It is pointed out at the end of the thesis that from the perspective of the trend of social development, Wuhan is still able to play an important role in horse lottery issuance in the future. The rich cultural foundation of horse racing and efforts already made are its advantages compared with other cities. Wuhan’s next step is to mature all its conditions with persistence. It is believed that with the improvement of inner-and-outside conditions and Wuhan’s unremitting efforts, there will be fewer limits but more opportunities for the issuance of horse lottery. And this is also why the "Structure-Event" strategy in the thesis puts emphasis on the mutual-shaping relationship between "structure" and "event", in which lies the theoretical innovation of this thesis.
