With the implementation of new curriculum reform, the transition of the enducation evaluation concept, as well as the combination of education with cloud services, the business of online education college in Universities developed more and more rapid, education field is pushed to the new network information times by information technology, also the online education management system which meets the individual needs of learners obtained more and more attention of the whole society.in this paper, combined with e-learning and the current business situation of rubric manage about e-learning, contacted with the trend about the development of education technology,based on the improvement about the quality of education and the promotion of information technology, combined with popular platform-design current and implementation technology, the paper designed and implemented a rubric management system which can fit the needs of e-learning evaluation successfully and have operation-ability Independently, also it can be extended and maintain.On the basis of the relevant e-learning rubric research, the paper analyzed and designed the needs of the rubric management system combined with the trend of the future development of information technology in education and the current situation of home and abroad, it designed the system combined with the system requirements. Then the paper analyzed the business requirements in detail for the rubric management system implementation, it presented the functional design, the concept model of the database, the overall ER diagram and the logical design of the database.It analyzed several major problems what the system faced, included gauge system model, the personalized evaluation rubric set, how the total score can be calculated in process evaluation automatically, how the formative assessment indicators can be shown, then it gave specific description and analysis, proposed model or algorithms and specific implementation strategies on every issue respectively.Finally, the paper introduced the system’s implementation technology solutions and deployment details, it described the achieve results of the main features of the system modules, the practical effect of the system in operation, validation about the usefulness of the system.
