Fixed-assets is the basic material guarantee for teaching activities and scientific research in the universities, and its quality and quantity have become one of the important indicators to measure the comprehensive strength of the teaching and scientific research. In recent years, with the rapid development of national economy, the government and society invest more and more on education and research work, resulting increases in the demand of fixed assets, as well as the scale of fixed assets in universities.For the rational use of the funds of higher education and research, the government constantly introduces new laws and regulations. According to the national related policy laws and regulations, the colleges continue to adjust the related rules and regulations on the fixed assets management; but they have not set up the efficient internal control system, or had any modern management means. There is still room for the improvement in the whole management level. It makes sense to improve the internal control system of the fixed assets, which can ensure the authenticity and security of the university fixed assets, and also improve the efficiency and effect of using the fixed assets.In my paper, firstly study the fixed assets management of D university, and investigate the current state of its system and the internal-control. Secondly, study the internal control theory model provided by COSO committee deeply; and also learn the related parts from "The Basic Rules for Enterprise Internal-Control","The Matching Guidance for Enterprise Internal-Control","The Internal-Control of Administrative Institutions (Exposure Drafts)", and "The Accounting Regulations of Public Institutions" and "The Finance Regulations of Colleges", implemented by the Ministry of Finance in January2013. At the same time, also consider the whole life cycle, information asymmetry, and insider related management theory.Based on COSO integrated framework, after analyzing internal control weaknesses for fixed assets management in D university, suggestions for improvement on fixed assets related control environment, risk management mechanism, information and communication mechanism, key control activities, and supervision mechanism of effective are put forward. Among them, the analysis and improvement of control activities follow the whole life cycle theory. Through flexible application of control method for the internal-control activities, the key control points can be redesigned. In this way, the safety integrity of the fixed assets can be protected, improving the efficiency and avoiding the defect of the fixed assets management. The results have guiding significance for higher quality and convenient service for the majority of teachers and students.
