Today, with the acceleration of economic restructuring, the development of science and technology has drawn the attention of the countries. As an important part of national science and technology innovation system and innovation base, in terms of personnel, disciplinary structure, equipment and data information, research-oriented universities have comprehensive advantages to carry out technological innovation. As the main force of knowledge innovation, technological innovation and regional innovation, teachers are the main body of scientific research activities and shoulder the mission of national independent innovation. Teachers’ scientific research ability will be directly related to the university and the national science and technology innovation level. Therefore, the evaluation theory and method on teachers’ scientific research ability is one of the important research topics we need to focus on.On the base of defining the concept of research-oriented university teachers’scientific research ability, through in-depth analysis of the structure of the ability and characteristics of teachers’ research activities of research-oriented universities, this paper introduces the evaluation index system and the evaluation method of teachers’scientific research ability. Firstly, through looking at domestic and foreign research data, we had a comprehensive understanding of the status of evaluation of teachers’ scientific research ability and found the starting point of the research. Then, on the basis of existing research data, we deeply analyzed the structure of teachers’scientific research ability. Combined with the characteristics of scientific research of research-oriented university teachers, we established teachers’scientific research ability structure frame which included the scientific cognitive ability, the scientific practice and the innovatory ability. At the same time, we received an elementary index system. We did the questionnaire to liberal arts professors, science professors and engineering professors. We checked the data through the analysis of the reliability and validity. We dealt with the questionnaire results by using AHP and established the weight coefficient.Teachers need a long process to develop scientific research ability. Teachers can more clearly recognize the elements of scientific research ability by analyzing teachers’scientific research ability and find deficiencies in their abilities. We hope to improve teachers’scientific research ability by building evaluation index system.
