Anhui Higher Education Structure Adjustment Under The Background Of Regional Economic Transition

With provincial government gradually becoming the major administrator of higher education, higher education structure and provincial economic development are closely related to each other. On the one hand, provincial economic development will promote the structural optimization of higher education. On the other hand, higher education plays an irreplaceable role in talents cultivation and the structural adjustment of higher education will promote provincial economic development by optimizing personnel structure.The thesis analyzes the status quo of both the regional economy and the higher education structure of Anhui province. It points out that Anhui province is speeding up the pace of economic transition in recent years, the second industry developing rapidly. At the same time, Anhui higher education structure is gradually optimized, but there are still some problems. The problems existing in the hierarchical structure include few famous universities, insufficient enrollment in the college level, lack of feature and poor connection between all levels of higher education etc. The problems existing in the discipline structure include the insufficient enrollment of agronomy or science or engineering in the college level, repeated professional stationing of the majors related to the tertiary industry, the deficient professional stationing of the majors related to the strategic emerging industry and the elaborate division of the majors. The problems concerning the formal structure include the lack of the prominent characteristics in adult higher education, the weak links between different forms of higher education, discrimination against the adult higher education etc. The main problem existing in the layout structure is that universities are mainly located in the provincial capital city.The economic transition of Anhui province requires establishing a rational higher education structure, in order to provide all levels of personnel to accelerate the rise of Anhui province. Therefore we should take some specific measures to adjust the structure of higher education of Anhui province. As for hierarchical structure, we should improve the quality of universities and colleges at all levels and pay attention to connotation construction of colleges to guarantee the sufficient enrollment in the college level and we should have scientific positioning of colleges and universities at all levels and we should strengthen the internal cohesion between them. To adjust the discipline structure, we should increase the enrollment of agronomy or science or engineering in the college level, restrict the development of the low-employment-rate disciplines, strengthen the construction of the emerging inter-disciplines, promote the integration of discipline settings and make disciplinary settings reflect regional characteristics. With respect to the formal structure, adult higher education should form its own characteristics and we should encourange the development of non-governmental higher education and change people’s educational discrimination towards adult higher education. In regard to layout structure, it should adapt to the provincial economic development and both efficiency and fairness should be taken into consideration.
