Citizen participation is the only way of moving towards the democratic civilization forcountry, and it is a implementation path of participating public life and governance for citizen,especially under the background of deepening reform of the higher education modernization inan all round way and promoting the modernization of the national governance system andgovernance ability. The core of the university internal governance is based on the reasonableflow and effective allocation of multiple stakeholders’ power resources, in order to realize theirown democratic participation. As one of the core stakeholders, students should have the power ofparticipating the university internal governance. The reform and development of the universityinternal governance should be more time, more scientific, more integrity.Right now, however, students’ participation in the university internal governance is still inits infancy, it is still very difficult to achieve students’ participation. The lack of students’participation in the university internal governance does not only violate the concept of modernuniversity, but also goes against the all-round development of university governance reforms,and it is more conducive to the student’s own integrity. Therefore, based on all of this, throughthe theoretical analysis of the university internal governance, this paper reflects the insufficientof reality, finds the dilemma of students’ participation and analyzes the produced reasons, thusexploring the countermeasures of optimizing students’ participation in the university internalgovernance, promotes university students participation in internal governance, perfects theuniversity internal governance content, strengthens the university internal governance bodystructure.Unscrambling the related core concepts of students’ participation in the university internalgovernance. Definiting the concept of students’ participation, parsing the connotation ofuniversity governance, interpreting the connotation of students’ participation in the universityinternal governance, analyzing comparatively the connotation of university management and university governance, thereby offering the theory foreshadowing for this study. Review thehistorical resources. By reviewing the higher education thoughts of Cai Yuanpei’s reform toPeking University and Tao Xingzhi’s student autonomy thoughts, the student subjectivemanagement mode of Italy Bologna University, students’ democratic management mode ofSouthwest Associated University, this paper goes back to the root and retrospect the history fromthe pattern and thought of students’ participation in the university management. One is tostrengthen the value idea of students’ participation in the university internal governance; theother is to reflect on the problems now from the history for better to finish this study.It is realistic to investigate and analyze. Currently, the realistic dilemma of universitystudents participating in the internal governance mainly reflects in four aspects: the lack ofcognition in students’ participation, the lack of students’ participative behavior, the fuzzy effectsof students’ participation, the restraint of students’ participation. Through the analysis of thecurrent situation, it deeply analyzes from the social level, college level, students’ level andinstitutional environment level, and definites the reason of the dilemma is that four aspects: theprocess of the social democratization affects the cognition of multiple governance body, thepower distribution imbalance of university internal governance body, trust crisis caused by thelimits of students themselves, the imperfection of the related legal system guarantee. Under theguiding ideology of separation of powers, this paper puts forward the correspondingcountermeasures from the four aspects to optimize students’ participation in the universityinternal governance: to change ideas and firm the ideal of multiple governance subjects; todefinite the scope to identify the power spectrum of students’ effective participation; to build thestructure of more centralized negotiation and cooperation; to improve the dialogue cooperativesystem of students’participation.
