Since the1990s, along with the change of world politics and economyglobalization, as a system innovation of the modern enterprise organization form,strategic alliance becomes the first choice for companies and enterprises to cope withthe future uncertain competitive environment. In recent years, with the developmentof market economy in China, as well as the advent of the era of mass higher education,as a form of strategic alliance, the colleges and universities cooperation is widelyused in the field of higher education, and to a certain extent, it promotes thecooperation and exchanges between colleges and universities. But the union ofcolleges and universities in China started late, system mechanism is not perfect, sothere are lots of shortcomings in many aspects. Especially the regional colleges anduniversities union is influenced by the economic, geographic, culture, resources andso on, it is more difficult to seek their own development.
