Performance evaluation is a kind of developmental teacher for the future offormative assessment, it is paying attention to teacher’s achievements in the past at thesame time, according to the teacher’s job performance in the past, and then clear thefuture developing direction of professional development for teachers. This alsodetermines the direction of the evaluation of the past, present and future of theevaluation, value in the current performance at the same time pay more attention toteacher’s future development.Based on the development of teacher performance evaluation not only promote theteachers’ personal development, and promote the sustainable development of the schoolwork as a whole and quality-oriented education teaching rule was upheld, pay attentionto the evaluators in participate in evaluation and at the same time to reflect on yourself aformative assessment, is also a kind of dynamic response of a teacher’s growth. Basedon the development of teacher performance evaluation system focusing on thedevelopment of the individual teacher and school, the people-oriented managementstyle and the concept of sustainable development, by encouraging teachers’ initiative toactively involved in the performance evaluation of teachers, and promote the commongrowth of teachers and schools.Building is presented in this paper, based on the development of teacherperformance evaluation index system of teachers’ self-evaluation and mutual index isintroduced, make evaluation to increase objectivity, better reflect the status of teachersin the evaluation. In the process of research, first of all, by collecting related to thisstudy of experts and scholars at home and abroad research results, combine the domesticcurrent situation of the college teachers evaluation, determined to establish theintegration of development and the significance of evaluation index system of rewardsand punishment of the teachers. Then mastered the basic theory of teacher evaluation,the current evaluation system of teachers colleges and universities to carry on therational analysis, review the evaluation point of view, keep part of the science, improvethe unreasonable parts, then use Analytic Hierarchy Process (AHP) to redistribute andweights are the composition of the various dimensions, to establish a set of current ourcountry the status quo of colleges and universities based on the developmentalevaluation system for teachers. Finally, the evaluation index system is accurate and effective evaluation, inspection, and according to the evaluation results put forward theimprovement Suggestions and corresponding measures to the faculty.Research results show that the fusion of building development and rewards andpunishment of the teacher evaluation index system can reflect the college teachersperformance in their respective positions and abilities, as well as on the teachersthemselves have promote role; Set of evaluation index system more scientific andreasonable and operable, can reflect teachers’ performance; By using the evaluationindex system of teachers in colleges and universities to conduct a comprehensiveevaluation, scientific, fair and objective evaluation result is obtained; For the currentuniversity teachers performance evaluation provides a more effective and reasonabletool, for schools to promote teachers’ development, improve the system of schoolevaluation made a beneficial attempt.
