Quality is a theme which has been a concern of people in thedevelopment of higher education. Since1999, enrollment expansion of universitieshas implemented, the scale of our country’s higher education has expandedcontinuous. The gross enrollment rate of higher education in2012has reached30%.With the scale of higher education’s expanding, the quality of higher educationespecially the quality of talent has become the focus of public concern. Particularly,into the21st century, the development of economic globalization, the competition oftalent also entered the globalization. Personnel issues of our country have been evenmore serious, and colleges and universities are the place to foster high-quality andhighly educated talent. Therefore, the research on how to improve the quality ofpersonnel training in universities is very important.The main idea of this paper is to put forward questions, analyze the causes andpropose measures. The introduction describes the background and significance of thetopic, defines the related concepts such as quality, person with ability, quality ofcolleges personnel training, sort of analysis of relevant research results and to developmy own research methods.The second part proposes university personnel training quality problems in ourcountry. These issues include ideological and moral quality problems; collegeprofessionalism problem; college general capacity issues.The third part analyzes the causes of problems in the quality of our colleges’personnel training. The causes of problems mainly contain the teachers, the schoolmanagement and decision-making as well as the reasons for the student’s own termsof training quality.The fourth part based on the analysis of causes of problems in the quality of our colleges’ personnel training in front of this article. It puts forward measures toimprove the quality of colleges’ personnel training. And the measures mainly containteachers, school management and students’ own terms. The main measures are thefollowing: to strengthen the construction of teachers, improve teaching quality, suchas improving the ideological and ethical quality of teachers, improving teachingability of teachers, strengthen teachers’ training, expand their knowledge; tostrengthen the construction of students’ learning style, improve the quality of studentlearning; to improve teachers’ management systems; modest enrollment, to ensure thequality of personnel training in colleges and universities; to improve the internalquality assurance system of colleges and universities.
