Research On Human Resource Development In Australian VET System

In recent years, higher vocational education in China is experiencing an unprecedented development moment, especially since 2013, the state’s emphasis on vocational education increased significantly, and the emphasis degree is at the highest moment since the reform. Modern Australian Vocational Education and Training(VET) system has development for almost 40 years. The system has a complete qualification process and perfect training process, etc. Researching on the VET training model through Australia as an example of the characteristics of the industry, will help us promote the modernization of China’s vocational education and systematic, but also help achieve Vice Minister of Education Lu ideas on strengthening vocational education reform, the promotion of industrial talents.This paper is divided in five parts:Part 1: Introduction. Proposed cause, purpose, meaning and methods of this research, and the literature reviewed are classified. Then the definitions of many concepts are given.Part 2: Relation between the Australia VET system and human resource development of industries. With systems theory-based approach, five characteristics of relationships are given for information classifiy from history review, VET system characteristics and governance.Part 3: Training basement of industry human resource development in VET. In this part three parts of the traing basement are disscussed: competency-based training method, ways of training and the quantity assurance of training.Part 4: Creative industries human resource development in the VET. In this part, use Art and Culture, especially design disciplines as a case of human resource development in VET as cases to research, with a specific analysis under the Australian VET training mode. Firstly, analyses the governace affections, followed by training contents development and specific analyze the traing examples from Training packages. Finally, the micro level engagement of industries is disscussed, with case study from QANTM College.Part 5: Australian VET implications for industy human resource development in China higher vocational education. Through comparative analysis and data analysis, there are four main experiences from Australia VET system valuable.Then combined with article content and scope of the study, presented four Australian VET enlightenments in our country reform within five points.
