The Study Of Regional Technological Talent Aggregation And Its Economic Impact

Along with our country into a "New Normal", regional economic development will increasingly rely on reform and innovation to release new development power, rely on scientific and technological support and guide. These in the final analysis is, however, depends on creative talents-scientific and technological talents. As the important part of human resource, science and technology talents is the most important carrier to support a country’s scientific and technological knowledge’s production, diffusion and application,which is embodied in each link and each aspect of the innovation process, and play an important role in the development of a country’s economy and society. So far, the study of science and technology talents mostly focus on the flow and the introduction of talent, the motivation and effect of gather, the relationship between technological personnel gathering and industrial aggregation and urbanization development as well as the relationship between technological personnel gathering and the regional innovation and competitiveness. However, the study on space assembling state and gathering efficiency of science and technology talents and the relationship between talent gather and the regional economic development are rare, and not deeply enough. So this paper, based on the study of these problems, will have important theory value and practical significance.This paper firstly summarizes research status of the scientific and technological personnel at home and abroad, combeds the theory of human capital and talent flow theory, defines the related concepts of scientific and technological personnel, and describes the current situation of the regional scientific and technological personnel gathering of our country. Secondly, drawing lessons from the demographic, geographic information science, statistics, industry economics and other related knowledge, and refering to population model and industry agglomeration model, this paper designs S-C-E three-dimensional aggregation and regional scientific and technological personnel gathering index. Then, this paper estimates 31 provinces and cities of regional science and technology talent aggregation index of inland five years from 2008 to 2012, using Mapinfo mapped the space science and technology talents gathered figure, conducting gathering clustering analysis, structure analysis and aggregation effect and benefit analysis. At the end, the paper uses the correlation analysis, regression analysis, logic analysis and grey correlation analysis method to study the relationship between the scientific and technological personnel gathering and the regional economic development, and puts forward the thinking and suggestion of scientific and technological personnel gather and allocate.In this paper, the research conclusion include:(1) In the short term, the gather of regional scientific and technological personnel presents inverted u-shaped relationship between regional economic development, but in the long-term the relationship is rising wave; (2) For the benefit of the scientific and technological personnel gathering, the current our country present the state of recession in east, increase in middle part and stable in west; (3) In the model of S-C-E, SAI most close relations with regional economic development, followed by CAI and EAI;(4) In both of scientific and technological personnel in total and TAI,our country presents three-level ladder from east to west, the space difference of scientific and technological personnel gathering is very big.
