This paper attempts to around the center of the relationship between President George W. Bush and education reform to write. First, the paper systematically teases Bush’s family background, growing experience, education experience and social experience, clearly shows the family, schools and the social influence to form his unique personality and the way of doing things and describes the George W. Bush’s political path according to the time sequence in order to understand the influence of George W. Bush’s personal political activities and the influence from his family. Secondly, the paper discusses on the influence of the formation about his education concepts from three aspects of the impact about the current situation of compulsory education in the U.S., father’s influence on him and the demand of higher talents and discusses the education policies during the President George W. Bush’s time in office. The author selects the most important one "No Child Left Behind Act" to dwells on the 10 titles. In the end, the paper makes full discuss of characteristics and implementation effects of education. There are 5 major policy characteristics focusing on accountability and testing, compulsory education and early education, investment, the types of recipients, teachers and principal’s quality. At the same time, this paper discusses the reform effect from two aspects of positive and negative. The positive facts are the constantly improvement of students’ academic achievement and the healthier and safer school campus. The paper tries to summarize 4 problems in the reform. And comprehensive shows the implementation of education policies during the period of the President George W. Bush administration.
