In order to meet the needs of Uighur bilingual education in Xinjiang, developed the scientific evaluating tools for bilingual students learning to adaptibility in the mode of bilingual education. This study first uses the method of grounded theory to analyzing qualitative material, and then uses quantitative research to analyze its measurement characters.First of all, the Uighur bilingual middle school students learning to adapt to conducted an open questionnaire and interview study to the Uighur Bilingual Middle school students, through NVIVO qualitative analysis software, qualitative data is analyzed, according to the results of the analysis and consulting a lot of literature, obtains the dimension structure of Uighur bilingual students learning adaption contains a total of four: learning strategies, learning motivation, learning ability, to adapt to the environment. Based on the analysis of qualitative data on the massive, summarizes 62 typical adaptation behavior associated with the Uighur bilingual learning, developed quantitative evaluation tool-UCBLMSLA.Through the investigation of 2220 Uighur bilingual students, exploratory factor analysis, confirmatory factor analysis, test construct validity and cross validity,all data shows this test is a good one.The initial test of the whole scale internal consistency coefficient is 0.94, the reliability is high. Learning strategies dimensions is 0.94 dimensions of reliability, the reliability of learning motivation dimension is 0.95, 0.922 dimensions of environmental adaptation. Study on the factors of the construct validity of fit indices are in conformity with the analysis of the measurement standard. Test retest large sample, examined the criterion related validity. Data shows there is a significant positive correlation between learning scores and the total score of the scale. It proves that this scale has a high popularization validity.In summary: quantitative data show that this is a relatively high reliability and validity of the scientific tool on evaluating Uighur bilingual students learning adaptability.
