Research On Chinese Modern University System Construction In External Relationsperspectives

The construction of modern university system is the eternal proposition of the development of higher education, constructing the modern university system is not only an important academic theory research, more is a realistic subject to restrict the development of university.The construction of Chinese modern university system must properly handle the relationship of university between inside and outside, based on the special political system and management system, special stage of social development, and special historical and cultural traditions in China, the way of constructing the modern university system from outside to inside is more in line with the national conditions in China. Based on the study of Chinese modern university system basic connotation, this paper explores the construction of Chinese modern university system from the perspective of external relationships. By clarifying the relationship between university and government, society or university to, expounding the realistic situation of the construction of Chinese modern university system, putting forward the basic architecture of Chinese modern university system construction based on external relationships is “limited government”, “open society”, “university autonomy” and “perfect legal system”. On this basis, attempt to build a path of the outside-in with Chinese characteristics for the construction of Chinese modern university system, and that is to build the relationship of “consultation, cooperation” between university and government to expand and implement the school autonomy of university, establish the relationship of “cooperation, win-win” between university and society to perfect the integration mechanism between university and society, regulate the relationship of “cooperative, competition” between universities to promote the diversification and specialization development of the university and strengthen the construction of higher education legal system to promote the school government according to the law comprehensively to provide useful lessons for the construction of Chinese modern university system in theory and practice.
