Research On The Training Of Farmers "Sunshine Project" In Hainan Province

Being the owner of rural areas, farmers are the main body who build beautiful countryside with a quality that directly determines the development level of agricultural productivity. There are many rural labor forces in Hainan with low scientific and cultural quality which directly restricts the development of tropical characteristics modern agriculture. Researching on the training problem of farmers has important significance for promoting the development of tropical characteristics modern agriculture and international tourism island development.Defining on the farmers、the new professional farmers、training of Sunshine Project and base on the theory of Human capital、the theory of lifelong education、the theory of rural elite、the theory of public goods, the paper has presented condition of Sunshine Project in Hainan by analyzed the practice、organization and effectiveness. On the basis of the analysis questionnaire, the paper has summarized the problems that in Hainan Sunshine Project:for instance, farmers do not understand the policy of the Sunshine Project、the training of supply and demand are imbalance、the quality of training needs to be improved and so on, and the author believe that inadequate policy advocacy、funding investment is limited、training institutions and teachers varies greatly, mainly led to the emerging of this problem. At last, depending on the problem and causes, to combine with the actual situation of Hainan Province, the paper proposed suggestions to further improvement of the Sunshine Project in Hainan:step up publicity efforts、increase funding to support efforts、strengthen the training bases and teaching staff, perfect the incentives of Sunshine Project.
