Higher vocational education is important part of higher education. On May 2, 2014, the State Council issued "Decision about Speeding up the Development of Modern Vocational Education", which has been clear about "making higher vocational education play an important part in optimizing the structure of higher education." In the target task, by 2020 the higher vocational education scale will have accounted for more than half of the higher education and the number of vocational education students will have reached 14.8 million. According to the "Statistics Bulletin of National Education Career Development in 2014" by the Ministry of Education, by the end of 2014 there had been 1327 higher vocational colleges, which is six more than number in the previous year. The average scale of students in full-time higher vocational school reached 6057 people. In the process of development of vocational and technical education, a double teachers team is necessary. Conforming to higher vocational colleges characteristics, merit pay distribution system can promote the teachers troop construction, attract high-quality talent to work in higher vocational colleges, mobilize the enthusiasm and creativity of each post staff.This paper utilizes documentary study method, system analysis method and comparative analysis method, introduces the historical developmental process of merit pay system in institutions, combs the current situation of implementing merit pay system in higher vocational colleges and analyzes existing problems and reasons of doing it. On the stage of preparing, there are problems such as the difference of clearing scope, the proved policy of merit pay total, the incompatibility of examination method.On the stage of implementation, there are problems such as the tremendous influence of a fundamental merit pay adjustment invisible influence, the similarity of awarding total merit pay allocation scheme, the long time of performance-based pay for approval, the management and the oversight about merit pay. With referencing some mature experience of implementing merit pay from schools both home and abroad and domestic enterprises, it gives suggestions and measures to improve merit pay system in higher vocational colleges. They can provide a theoretical reference for further improving the result of implementing merit pay in higher vocational colleges and establishing a distribution plan of merit pay fitting higher vocational colleges characteristics.
