The Sino-foreign cooperation in running schools arose in the 1980 s is the main practices of coping with the trend of internationalization of higher education and transnational higher education in our country. Along with our country opening to the outside world and deepening education reform, the Sino-foreign cooperation in running schools and public institutions, private colleges already constitute the main form of running of higher education in China, the Sino-foreign cooperation in running schools and coming to China to study abroad, overseas studying constitute the main form of cross-border education in China. Sino-foreign cooperation in running schools grown in China, has become a important research object in the field of higher education research in China, some scholars put forward to build the Sino-foreign cooperation in running schools education discipline, meanwhile transnational higher education research promoted by international organizations benefits the study of the Sino-foreign cooperation in running schools to broaden the horizons. Shandong is a large province of higher education in China,the quantity of common colleges and students are among the top three, but it has the limited domestic first-class colleges and universities and the strong higher education demand. Sino-foreign cooperation in running schools in Shandong province sprout in the1990 s and gradually expand, which has great influence on satisfying the demand of higher education, cultivating internationalized talents, diversified school-running, promoting cultural exchanges, etc.In this paper, through analyzing the basic theory of Sino-foreign cooperation in running schools’ development in colleges and universities, supplying theory basis for the Sino-foreign cooperation in running schools present situation analysis and development strategy research; according to the ministry of education of Sino-foreign cooperation in running schools supervision information platform, collect the related data of the development of Sino-foreign cooperation in running schools, and using Excel software to organize data in the form of sheets, graphics showing the status of the Sino-foreign cooperation in running schools. Due to higher vocational(college) level Sino-foreigncooperation in running schools become part of modern vocational education system, this paper distinguishes from the education level, only selects the bachelor degree and above level Sino-foreign cooperation in running schools in Shandong province as the research object. According to the basic relationships between the scale, structure, quality, efficiency in the developing process of Sino-foreign cooperation in running schools, mainly analyzes the status of the bachelor degree and above level Sino-foreign cooperation in running schools in Shandong province, undergraduate level Sino-foreign cooperation in running schools project has considerable scale, but it has structural development problems such as regional layout, discipline, cooperation object concentration and less premium brand project; Master of education Sino-foreign cooperation in running schools project has small scale and still in its infancy. Introducing limited high quality education resources in colleges and universities, part of the social public opinion biased, government’s imperfect special planning and supporting policy, expert association’s weak quality assessment or certification become the major difficulties affecting the quality and effectiveness of running schools. Drawing lessons from the beneficial experience of the Sino-foreign cooperation in running schools in China and the advanced practice in Jiangsu province,putting the concept "moderate scale and reasonable structure are the foundation, quality innovation is the key of development, improving effectiveness is the goal" into the development of Sino-foreign cooperation in running schools above the bachelor’s level in Shandong province, put forward the development strategy that constructing high level and demonstrative Sino-foreign cooperation in running schools, serving regional economic in Shandong, promoting the comprehensive quality development of Sino-foreign cooperation in running schools in Shandong province.
