Super-ministry system, a governmental management pattern, is widely adopted i n developed western countries. It means central government offices are reconstructed so t hat ministries, commissions and departments of the State Council with similar goals o r overlapping responsibilities and functions can be merged into super-ministry. It is of g reatimportance and significance to explore and discuss how to apply the related theorie s of super-ministry system reform into the reforms in colleges. From the perspective o f instructional economics, it is noticed that the super-ministry system reform in colle ges can help to tackle the real and practical problems. However, much attention shou ld be paid to the key points of the reforms so as to assure the development and succ ess of the reforms.Based on the previous studies, this paper tried to discuss the origins of super-m inistry system reform from the aspect of economics, to investigate the necessities of s uper-ministry system reform in XX University and carry on the SWOT analysis of X X University, and to explore the patterns and achievements of super-ministry system reform in private colleges.The major findings are presented as follows.(1)The researchers at home paid less attention to the study of super-ministry syst em reform in colleges. In fact, the position of super-ministry system reform is not se ttled. What’s more, the super-ministry system of administrative departments and the f aculty system of academic system reform in colleges are the two aspects of one probl em.(2) The scholars and researchers have reached the consensus on the connotations of super-ministry system reform——cutting overlapping offices and the dead wood, s etting the duties and functions of the departments, assuring the independent power of the decision-making department, executive agency and supervision department, redu cing the cost of the administrative operation and improving the efficiency ofmanagemen t.(3) The origins of the super-ministry system reform in XX University include the government-oriented administrative framework, overstaffed offices, the single mode of administration and so forth.(4) According to the SWOT analysis of the super-ministry system reform in XX University, it is noticed that there are many merits on the competition, such as th e sufficient financial support. However, the shortcomings are also apparent, such as the lack of successful cases and excellent talents, the imperfect reform policies and the unsound institution dependence.(5)Based on the reform principles of promoting the separation of functions, enhan cing the cultural construction and optimizing structures, XX University is supposed t o push the super-ministry system reform forward in the following three aspects: carryi ng out the internal administration system reform with the feature of authorization, pr omoting the reasonable structure for corporate governance and the sustainable development, setting up the strong management system of fi nance, accounting and asset.
