With its connotation as university autonomy and academic freedom, the modern university system is mainly featured by university management by law, university management by professors, separated administration and academy, and democratic & scientific management. At present, China is vigorously accelerating the construction of the modern university system with Chinese characteristics. Internal power of colleges and universities serves as an essential question in the construction and perfection process of the modern university system. In European and American colleges and universities, internal power is operated by adhering to the academic features of colleges and universities, forming equal governance of multi-element forces including administrative power, academic power and social power. In Chinese colleges and universities, however, the internal power system is mainly led by political power and administrative power, with weaker academic power and democratic autonomy.At present, Chinese colleges and universities are governed by adhering to the principles of “leadership of the party committee, responsibility of the principal, scholarship by professors, and democratic management”. In the construction process of the internal power balance mechanism, China continuously refers to some beneficial experience of European and American countries, for instance, introducing the system of board of directors, adopting stakeholder’s decisions, and promoting the system of university management by law. As the political system is basically followed by Chinese colleges and universities, the administrative thought is stronger than the academic thought in the process of university governance and power operation. At present, the modern university system is undeveloped in Chinese colleges and universities, resulting in irregular authorities in the internal power balance mechanism in these colleges and universities. Moreover, it is also difficult for the power balance mechanism to realize equal development in the construction and actual operation process. Political power, administrative power, academic power and democratic power work in coordination. At the same time, subtle gambling also exists among them for a long period of time. The current situation of blurring and weakening exists between academic power and democratic power. It is difficult for long-term restrictions on political power and administrative power. At present, the construction and effective operation of the internal power balance mechanism in Chinese colleges and universities is mainly restricted by the following major factors: irregular power, laggard construction of university management by law, form greater than content for the power restriction mechanism, non-formal factors and interpersonal influence. Therefore, with the research perspective of the modern university system, the author gives some useful recommendations for the completion of the internal power balance system in Chinese colleges and universities, and further calls for the regression of the academic attributes of colleges and universities.This paper will be described in six chapters. In the first chapter, the author defines the modern university system and the concept of internal power of colleges and universities, and introduces the check and balance theory and the university autonomy theory. In the second chapter, the author states the connotation and relevant features of the modern university system, and analyzes and constructs the internal power balance mechanism of colleges and universities with this as the value standard. In the third chapter, the author states the typical modes of the internal power balance mechanism in foreign colleges and universities, providing a comprehensive angle of view and beneficial reference for China in the construction of this system. In the fourth chapter, the author summarizes the type and current operating conditions of the internal power balance system in Chinese colleges and universities. Both the state-should-be and the actual state are included in this chapter. In the fifth chapter, the author reflects on the dilemma of the internal power balance mechanism in Chinese colleges and universities in its construction and operation, including such major restrictions as strong political power and administrative power, weakening academic power and democratic power, deficiency of the system procedure, conflict between governance by law and governance by men, and penetration of informal interpersonal relationship. In the sixth chapter, the author proposes relevant measures to complete the power and power restriction mechanism, system and procedure restriction power mechanism, right restriction power mechanism, and cultural restriction power mechanism.
