An elite university president could build a successful university, which have been proved by a large amount of historical and current cases. The Third Plenary Session of the 18th Central Committee of the Communist Party of China proposed that the overall goal is to improve and develop the socialism with Chinese characteristics and to deepen the modernization of national governing system and ability.It has pointed the direction, deepen the modernization of governing system and ability of universities, to the development of Higher Education. To get that goal, it is essential for universities to select an elite president. President selecting means president mobility. The same president in different university would have a different influence and different presidents in the same university would make different effects. Therefore, to select a suitable president for university, the process of president mobility should be paid more attention.As the main part of higher education field in China, public universities still have essential influence though the private colleges make a big progress. On the president study, most researchers mainly concentrated on presidential group characteristics of university "985"and "211", the study of presidential mobility is not concerned. However, the study of presidential mobility have an effect on suitable president selecting and is significant to improve the construction of president team.The essay put the public universities presidents in HuBei province from 2000 to 2016 as the research objection to analysis the characteristics of presidential mobility and by investigating the basic data of the presidents. It is expected to propose some rational suggestions to university presidents selecting.The essay draws a conclusion that: Firstly, on the aspect of population characteristics,most presidents are men, ethic Han and members of Communist Party and most of them from their own province. The average age of presidents is 49.1 at he tenure of office and the average age is 55.7 when they leave office. Secondly, on the aspect of educational background,75% of the presidents have the experience on studying in university"985"and "211 "and 60.2% of the presidents have PHD. According to the presidents subject distribution,most of them are science and engineering, especially the presidents in "985""211 "universities. Thirdly, on the aspect of academic background, more than half presidents enjoy State Council allowance.In addition, only a little presidents enjoy the provincial allowance and only one president award the title "Changjiang Scholar". Fourthly, on the aspect of career background, most of them have the experience in working in universities and only 9.1% of presidents have the experience in working in government. Fifthly, most president are from their own university, only a little presidents are from government. After the leave the office, more than half of them continue to work in their own universities.In a word, the characteristics of president mobility has connect with the type of universities. The top universities enjoy the rich resources and the presidents there have more experience in the management of university and has higher degree, vice versa. Therefore, we should break the limit bound of president mobility between different type of universities. Only in this way, can we get the balanced development of higher education.Aim to the phenomenon of the research results, the essay puts forward some measures to solve the current problems of presidents selecting, they are to balance the academic and subject structure of presidents in different type of universities; to break the limit of age in president selecting; to diversify the source of presidents in president selecting; to construct the president mobility system among different type of universities and to balance the international resources.
