Against the backgrounds of knowledge ecomony and information society, with the lifelong education view having been widely acknowledged, "learning how to learn" gradually becomes a requirement and an evaluation criterion for human’s basic quality in modern society. As one of the training objectives, to form the willingness and ability of lifelong learning has been raised by the Ministry of Education in The Curriculum Plan of Regular Middle Shools(Testing) in 2003. To achieve such goal, the Ministry of Education determined to build and improve a comprehesive evaluation institution for regular senior high students, which should be adopted in the erollment and selection system of higher education. However the comprehensive evaluation system is still underway. On one hand, it helps to propel schools’quality educaton program through transforming the score-oriented and knowledge-oriented single evaluation pattern. While on the other hand, it is short of the effective measures for assessing students’ willingness and ability of lifelong learning and also has realistic problems such as ill-defined standards and unclear grade estimation, which are calling for a more specific and sensable evaluation system. "Learning Power" is a specific academic concept introduced from Management Science to Pedagogy at the monent when lifelong education view was fast developed, which has aroused wide attention of educatonists home and abroad for the past few years. Representing learners’ potentiality and capacity of effective and continous learning, learning power lives up to the value demand and assessment standard of lifelong learning. Therefore, we have reason to belive that learning power evaluation shall become a beneficial supplement to the academic evaluation of high schools’comprehesive evluation.Applying literature research method and questionnaire method, the thesis is to take the evaluation of senior high school students’learning power as the subject of study and tries to form a new assessment indicator system for learning power of senior high school students. The research contents are as follows:firstly, as to the concept and characteristics of learning power, literature method is employed to review and comment on the concepts of learning power from ELLI(Effective Lifelong Learning Inventory, UK), the raletive research in Japan and many interpretations in the field of padagogy. Then according to modern educational ideas such as the Constructivism and Lifelong Education, and on the basis of the discussion about the relations between learning power and effective learning and its effect on human development, the thesis defines the epochal idea of learning power and briefly clarifies its characteristics including subjectivity, diversity, systematicness and evolutionarity. Secondly, having reviewed the representative views from home and abroad on the components of learning power, it figures out the trend of development of those ideas, thus builds up a component system of motivation layer, assistant layer and execution layer by referring and integrating them. Thirdly, considering both mental development features and main problems of senior high students today and the practical requirements for evaluation program of our nation, based on the aims of Education for All-around Development and of the New Curriculum Revolution, the thesis points out the values and principles of the goal of learning power evaluation. Taking all these into account, a three-layer evaluation indicator system of learning power especally for senior high school students is built. Finally, the set of weights of the indicatior system is determined with AHP, within which a questionaire method is employed in order to obtain the assigned numerical value representing the relative importance level of each two indicators. And according to the weights of indicators, the standards of grade estimation for each layer and for the system as a whole are finally presented.
