New English Curriculum has been implemented for more than a decade,although has made some achievements, but from the new English curriculum expectations as well as distance. As we know, any reform of its essence is to change and reform of its culture, so do the English curriculum. This paper discovered that the English curriculum reform is limited to change teaching concepts, models, methods and behavior, it did not change substantially from its occurrence. If we want to achieve the expected results, it must be suitable for the construction of the concept of the new English curriculum of English classroom teaching culture. On account of culture is the English classroom teaching to be implemented and success of the soil.Junior high school English classroom teaching culture, including the construction of three aspects: First, the English classroom teaching spiritual and cultural construction; third, English teaching system culture construction; second, English teaching material culture. Among them, the spiritual and cultural construction of English teaching is to guide the construction of culture, material culture is the foundation of English teaching construction, cultural construction system is to protect the English teaching building culture. Three complement each other, are indispensable.The former construction of classroom teaching in the classroom culture defines this narrow space and time, the author repeatedly after reflection, the connotation of English teaching construction and extension of cultural development, through research found that the construction of classroom teaching culture which is confined to the classroom not enough, because the construction of classroom teaching and cultural problems in the classroom is not just inside the closed environment of space-time caused by the problem that there are many external factors. These external factors and English classroom teaching culture construction there are inextricably linked. In this study, the construction of classroom teaching culture, from English class itself and external causes of the problem together, the purpose of the construction of English teaching culture analysis, and then provide a solution, the core is still English Teaching Culture.Therefore, this study from the construction of classroom teaching culture in three dimensions and English Teaching cultural connotation and extension of the start of junior high school English classroom teaching culture construction Shihezi City to investigate, and then found that the problems on the basis of Shihezi City Junior High School English Teaching cultural Causes of the problems. Finally, this paper putsforward the Countermeasures of middle school English classroom teaching culture construction in Shihezi.
