With development of our country’s economy, the GSM digital mobile communication system as a second-generation mobile communications systems in the most representative standard is being widely used in our country. Since the completion of the GSM network in Xi’an City completed, the number of the users develop very quickly. The structure of a single exchange network has developed into a very large and complex network. With the increasingly complex network and mobile communications market competition increasing, the quality of networks as users choose is one of the main factors. The constant improvement in the quality of networks has become an important topic.Network optimization work is collecting parameters, analyzing data, achieving better network running, getting the best value on the basis of the existing network resources, through parameter adjustments and certain technical means, and putting reasonable proposals on the future maintenance and network planning and design. In this paper, we collected data from network and drive test in Xi’an City through which the optimization goal was determined, operated a dual-layer network optimization adjustment programs against MSC7. In the dual-band network, we based on the network configuration parameters to avoid the unnecessary and frequent dual-band handovers of the PBGT (power budget) handovers due to the transient signal fluctuations, further eased network congestion, made 1800M band to absorb more traffic, and finally, improved overall network operating indicators.
