With the enhance transform of economy development and the build of the two orientedsociety by the state, water transportation----the typical low-carbon transportation makes theamount of transportation raising with its advantages of large volume, low occupation, lowenergy cost and low pollution. However, the river transportation information service systemcould not share the data resources, and the management of the resources is lack of generaldesign, especially there is lack of the platform to share the resources in researching thetechnology in the top level. How to manage the data resources is becoming important andurgent to solve the problems between different sections and cities and provide techniquesupport for the network.This paper is based on major national science and technology project of Ministry ofTransport of the People’s Republic of China--Yangtze river delta and Beijing-Hangzhou grandriver Intelligent information service technology research and demonstration(Short for"Shipping network").On the basis of the proposition of the shipping network’s concept, targetand architecture framework, the paper combines the basic facts of specific circumstance of thewater transportation in Yangtze river delta and uses the information resources planningmethods to establish the shipment data model, which comes up with the solution of how tomanage the data and proposes the platform of cross-region data management system andcross-region data exchange platform, cross-region service platform and cross-region analysisplatform in data resources management system. And the paper also carries out the standard ofcross-region shipment data sharing regulation.The paper solves the problem in data management, mixture and analysis, which makesdata deliver and share in different sections, and makes the system usage and decision supporteasier, and makes the shipment more systematic, thus raising the information service level ofriver transportation.
