In the modern world, information explosion, social science andtechnologyimproving rapidly, the new media application spreading widely, thedemocraticpolitics developing and the sense of democracy increasing continuously,allthesefactors affect the opening and utilization of archives from all aspects. Archivepoliciesand regulations has the orienting function to the development of archives.Theystandardize the social archives behavior and avoid discordance、 blindnessandrandomness in archives work up to the hilt. Currently all countries in the worldbringarchives work into the sound legal system. Though America’s history is short,policiesabout the open access to archives are becoming more and more conducive tothenational information construction. Our countryalso enacts "archives law" and otherrelevant laws and regulations to standardize thedevelopment of archives, but due todifferent national conditions, some shortcomingsstill exist in our relevant policy,impeding the opening and utilization of archives work. At present,disclosing thegovernment information and making transparent、honest and efficientgovernment hasbecome the consensus of all countries in the world. Archivesdepartment in whichstores a lot of government information resources,is theconsulting place for opengovernment information. The opening and utilization ofarchives work is the premiseto realize the value of archives information. It directlyaffects the extent of thegovernment information publicity and indirectly restricts theprocess of socialdemocratization, openness. In this social context, this paper usescomparative research,literature research and interdisciplinary research methods, toanalyze the relationshipbetween the open access to archives and governmentinformation and clearly definethe positive significance that the policies about theopen access to archives make forthe development of social information resources, thepublication of governmentinformation and the construction of service-orientedgovernment. Through thecomparative analysis of policies about the open access toarchives both in China and America,this paper discusses the similarities anddifferences of the relevant policies inlegislation principle, procedure, cost, and scope,time, etc, between the two countries.Besides, this paper also investigate thecharacteristics and current situation of the openaccess policy in China and putforward the corresponding rational suggestions, inorder to seek reasonable path forpromoting archives work orderly.
