The Design And Realization Of A Quality Cost Information Management System For Electromechanical Military Projects

Since the reform and opening up, with remarkable achievements in areas ofeconomy and science, our country has conducted a lot of huge projects which mattervital to national well-being and the people’s livelihood. Many of them are in thecharge of advanced universities. With the scientific research strategy of―focues onaerospace and serves national defence‖, Harbin Institute of Technology hasundertaken a lot of electromechanical military projects. Considering all of theseprojects reqiure a high standard on quality, the amount of quality costs in the areas isvery large. So it is especially important to eatablish an effective informationmanagement system of quality costs.Via a careful analysis of GJB9001B-2009, the paper creates a series ofmappings from GJB to Project Management by the combinations of PMBOK. Thenit establishes a quality management system and puts the system in use with P6toguarantee the quality requirements of projects.After creating the quality management system, the paper takes detailed designof a quality costs management system for electromechanical military projects. Thisimportant system consists of six parts. They are the organizations andresponsibilities of quality costs management, the settings for cost subjects of qualitycosts, the forecasting and planning of quality costs, the accounting and checking ofquality costs, the analysis of quality costs and at last the control of quality costs.These related and effected parts make up an important and helpful system.With the help of Oracle Primavera P6software, the paper establishes thequality costs information management system after the design of the theoretical part.This system is consistent with the organization’s target which focues oninformatization management with P6software. It can greatly help the enterpriseimplentment activities of quanlity costs management, cut down its costs andimprove its economic benefits.At last, the paper also makes a careful analysis of quality costs for the projectof B-250. The result of the analysis fully reveals that the implention of quality costsmanagement system for B-250project has acquired some obvious effects. We cantake it as a template for other electromechanical military projects.
