With the popularity of the internet, the recruitment websites develop rapidly and compete fiercely. The effective way to stand out from the competition is to find the subdivided markets based on different industries. A large number of high-quality talents are needed in the transitional and upgrade period of property management industry, and the enterprises encounter the problem of how to choose property management talents. The traditional talents choosing pay much attention on the employees’experience, knowledge and skills, while the recessive qualities, personalities, motivation and personal value of employees would be neglected. In this article, the Property recruitment online job system is designed and developed based on the difference of competency of property management staffs in different positions, the competency model of different position in competency model is made.In this article, we first study the current situation of property management talents, the difficulties encountered by job hunters, the situation of online recruitment of property management industry, the connotation of competency, the theory model of competency, the competency dictionary, the process of building competency model, the typical competency model like iceberg model and onion model, as well as the application of competency in the recruitment.Then we divide the property management positions into different types based on the industry and job specification, such as management, planning, serving and operation. The required qualifications for jobs are summarized by literature analysis and behavior event interview. Questionnaires are designed and issued to gather data, and then complete brief statistics, such as the frequency statistics of competency needed in different positions, and the differences of staffs of different marital status, working years and positions. We take reliability test, KMO sample measurement and Bartlett test for the data, and factor analysis using SPSS software to find out which qualifications are core and general abilities.The Competency characteristic model of property management staffs and competency dictionary are established based on the statistics results of capability. This model contains general characteristics qualification and the core characteristics qualification of four type positions. The resume system is designed based on the competency characteristic index of property management staffs and is divided into online filling-out resume and video resume. The online filling-out resume consists of basic information, job interest, skills&specialty, graduate underground, working experience, uploading portfolios and answering open questions.At last, the property recruitment online job system is developed on the bases of tomcat server, My Eclipse development platform, My SQL database and Java programming language. It consists of resumes management and online searching function. The application of E-Recruiting in property management industry will provide an efficient communication platform for enterprises and talents.
