Forest fire belongs to the sudden natural disasters, the harm and loss to the human andthe natural environment is immeasurable, every year there are a number of fires in allcountries, not only serious damage to the forest resources, affect the ecological balance, at thesame time also can bring huge economic losses. So, how to improve the level of informationabout forest monitoring and emergency command、early detect fire, improve the efficiency offighting and rescue work has become an forestry sector urgent problem.This paper analyzes the China currently used methods and techniques about the aspect offorest fire monitoring and emergency command, at the same time referring to foreign,particularly U.S. forest fire monitoring and emergency command system’s implementationmethod, designs and completes fire and emergency resources monitoring system based onWebGIS. The system sets the forest environment monitoring parameters and videoinformation, warning and alarm, emergency personnel and fighting tools, forest waterdistribution and other relevant information monitoring and inquiry in one. The system mainfunction includes: timely learn the forest monitoring regional temperature and humidity datachanges, combined with meteorological data to get the results of fire alarm;according thevideo image processing results of forest fire monitoring equipment determines fire trends, atthe same time views fire position video information,tracking the development of fire; onGoogle map loaded fire position monitoring information、forest water resources informationand the emergency resources information of fighting and rescue unit to facilitatedecision-makers to understand the emergency resources near the fire point and make a planfor rescuing fire; by the function of inquiry can view each monitoring sites every daymonitored temperature and humidity information、video information and the result of disasterstatistics.In terms of system implementation, Google online electronics map technology providestechnical support for the realization of real-time releasing forest fires monitoring information,loaded forest water resources information and emergency information, fire point locationdevelopment. In terms of technology, through analysis and comparison, the systemeventually adopt powerful JavaEE to realize, make Oracle+Tomcat+JSP+SSH+GoogleMapsAPI combined. The system has strong compatibility, scalability, high stability feature,integrates forest monitoring, emergency resource management, fighting command together,aims to achieve early detection of fire, improve the efficiency of fighting, haspractical significance.
