Intelligent service can improve the work efficiency, the business level and the ability to innovate in various industries. It is an important path to realize the structural transformation of Chinese economy, that enterprises can win the market competition, and meet the demand of users. With the improvement of living standards and technology level, the electric power users’ demand for power supply services has grown from shallow and simplification to deep-level and complication, so the power supply enterprises must develop the intelligence service.In this paper, it analyzs the connotation of intelligence service, both the technology and management theory that needed in the development of intelligent service, as well as the current development status of all kinds of advanced technologies in China. And then summarizes the process of building intelligence service system. According to the problems existing in the process of power supply enterprises providing services, based on the research of intelligent service theory, an intelligent power supply system which adequately adapts to the market economy and takes the users’needs as the center is designed.This intelligent service system mainly includes assistant payment module, safe electricity utilization module, economical use of electricity module and supervision service module, realizing the basic functions of intelligence services provided by power supply business through these modules. The frameworks of four main modules in the intelligent service system are established by application of ASP and Dreamwaver CS5. In the economical use of electricity module, the function of forecasting and distributing electrical energy is designed and implemented. It uses the method of combination forecasting, through adopting Genetic Algorithms to distribute coefficient for the five different prediction methods and then using the Matlab software to calculate with program, improving the prediction accuracy. This intelligent service system can make more use of resources, and it is more convenient for the power supply enterprises to manage, at the same time, the enterprises also can provide users with intelligent services which are efficient, on-demand, active and safe.
