During the1970s,as funds cutting back, the purchase of documents hadbeing decreased in America and Europe library. But the readers’ needs ofinformation became more and more. In order to gain more funds, the librarypaid more attention to scientific management and scientificdecision-making and focused on efficiency and performance. Then thelibrary especially the library of America and Europe started to evaluate thelibrary performance. In early,the evaluation of the library performanceemphasized on resource, that is the inputs in the library. By the end of the20th,with the introduction of the theory of total quality management andcustomer satisfaction,the library turned attention from library’s inputs toimpact and measured the library’s performance from the percept of thereader, that is reader-oriented. To sum up,both the percept ofresources-oriented and readers-oriented didn’t consider the library’sstrategy:that is the precept of resources-oriented caused library focusedonly on the library’s process and daily life, and the library neglected thereader’s satisfaction;the theory of reader’s-oriented always neglected thebalance of the library’s other function. Then, it is very important to build asystem strategic-oriented performance evaluation for library and which ismeaningful to library’s sustain development.The theory of strategy management manage the organization’s strategyall the time, and there are three types, that is competition strategy which isrevolves around competence, core strategy which is resource-centered, andblue ocean strategy which is customer-centered.combing the three theorywill consider the organization’s process, resources and the customer’svalue,and provide a system–strategy performance view,which will providefoundation for constructing a library system-strategy performanceevaluation. This dissertation summed up the status research on library performanceevaluation, analyzed the existence problem.Then we introduced the threetheory to the college library performance evaluation,discussed the tools forlinking the strategy and performance,so we can build asystem,strategy-oriented library performance evaluation for college, thespecific issues were as follows:first,the paper analyzed the status quo aboutlibrary performance evaluation at home and abroad,reviewed itsdevelopment,summed up the existence problem;secondly,we integrated theMichael E· Porter’s competition strategy,Prahalad and Hamel’s coreCompetence strategy, Chan Kim and Renée Mauborgne‘s blue oceanstrategy,then we built the library performance evaluation model which isstrategic-oriented;thirdly,the author disscussed the tool for linking strategyand performance, integrated the method of MBO,KPI,Stakeholders,BSC,modified the traditional BSC, and proposed the method which included thefive aspects:financial,reader,internal business processes,learning andgrowth,stakerholders,then applied the integrating BSC to the college libraryperformance evaluation, and constructed the system which included fiveaspects, then calculated the weight with iterative method;at last,the authorchose library of Fuzhou university to make a demonstration to the libraryperformance evaluation,then pointed out several views to solve theexistence problem.
