Since2011, along with the domestic "Smart City" pilot and promotion,"Wireless City" construction in the country set off another round of high tide,look at home and abroad, a lot of the "wireless city" project, which have beenor are under construction deviated from the principle of application-drivenand efficiency-driven abound, which due to large investment projects, nosuitable mode of operation and then led to failure.In this paper, theoretical analysis and project practice, through thecomprehensive analysis of network technology, construction mode,application requirements and business mode which were involved in “wirelesscity" construction, combined with the construction of a pilot project cases athome and abroad and Shanghai Mudanjiang road "i-Shanghai" project designand experience, Proposed urban development suited to China’s "virtualoperator" solution by network performance field testing, network modescomparison, network applications planning and design, business modelanalysis. That is technically in the network, using the "Wi-Fi+3G" mode; inconstruction mode, using the "Multi-SSID","PON uplink","thin AP+AC"operators jointly-build solution; in operating mode, create a "wireless city"unified platform by the "virtual operator" operation, the "AP carriers singleuplink,""multi-service multi-SSID","twice certification" unified operationmode. Finally，through the Mudanjiang Road site performance test and construction cost comparison, the network performance can be increased by23%, the construction cost can be saved by30%, so at present only thegovernment buys government application in public areas and free internetaccess, operators in uniform operation，in order to make the long-term healthydevelopment of "wireless city".
