The organizational system of electrical safety committee in HeilongjiangProvince has been established. In order to strengthen the establishment of regionalsent provincial electricity regulatory institution and implement such four servicefunctions as safety regulation, power regulation, qualification permission, service forprovincial committee and government, the electrical safety committee approvesorganic integration of power grid, Internet of things, the Internet, the internal officeand licensing examination by means of science and technology to establish electricalsafety management system. In the first stage, electric power safety managementsystem focuses on the civilization office and business system of examination andapproval by every department of the system committee’s coordination to seek theoutlet of security production together.Electric power safety management system includes three subsystems: thesubsystem of public civilization office, the subsystem of licensing business audit andthe subsystem of licensing file management. The subsystem of public civilizationoffice takes full advantage of media like the large screen, touch screen, Internet etc. tomake the corresponding web page and feature films. Laws and regulations of powersupervision and documentation requirements as well as the guide, work flow, jobresponsibilities of power regulators etc. will be publicized comprehensively andtimely according to the regulation of information disclosure to achieve the most of thegoal---convenience and efficiency. The daughter branch of the approved servicechecking system has been established, and the management system of power sending,transmission and supplying has been improved. The power facilities admissionmanagement system has been constructed; the working admission system for theelectricity workers has been improved and upgraded. According the actual working situation, we put forward the constructive function demands in time, realizing theapproving-checking management, statistic analysis, and alarming and forecastingfunction. And we have been improving the approving management level through thescientific and thorough modernized-applied system. We focus on construct theadmission file materials management system, and the formalized office for thematerials and files to achieve the good result of convenient in checking, thorough inmaterials and being standardized and orderly.In this paper, we comprehensively summarize the life cycle in the process ofelectric power security management system construction, management, and thetechnology and tools adopted in project construction process. In the requirementsphase, we use case driven approach to improve the system requirements analysis; inthe outline design stage, the idea of layered design is adopted; in the detailed designstage, we design in details by making use of the domain driven modeling, andcombining the object-oriented thought and database standardization design andde-normalization design system; in the system implementation atage, we use Javalanguage, HTML, JQuery, Spring3and Mybatis framework together to encode thesystem.At present, the electric power safety management system has been running, andachieving new breakthroughs in the license management norms, the effect of thelicense, the license for the construction of business functions and service functions,which has effectively promoted the line power level and the licensing work level.
