Urban public transport is an important infrastructure, which is closely related to people production and living. In recent years, with the rapid development of our Intelligent Transportation, the city’s bus management system tends to be intelligent, real-time, scientific and paperless. The bus management system enhances the command and dispatch of public transport vehicles, improves management efficiency, and reduces management costs. It also perfects the information service for passengers, and enhances the service levels scientific. The article designed a Bus Vehicle Scheduling Management System based on WebGIS, GPS, GPRS. For implementing the Intelligent Scheduling of intelligent public transport vehicles, we designed a scheduling algorithm, and applied it to bus intelligent scheduling., which is better to take into account the bus company and passenger interests of both sides.In the paper, the system designed uses WebGIS technology, users can browse the spatial data in the WebGIS site through the browser. The system requires that the monitoring terminal can monitor the bus real-time, and can handle the front-end equipment, which need GIS have rich map operational capability. So, the paper adopts to Google Maps API having powerful custom ability. The Vehicle Monitoring System can through monitoring terminal, check vehicle location, driving direction, alarm information, vehicle information, track playback, and so on. Simultaneously, the vehicle terminal communication with the monitoring center though GPRS, which ensures data accuracy and real-time. In order to make bus scheduling system intelligent, the paper proposes an improved genetic algorithm(GA), that is a single genetic algorithm. For balancing the interests of both sides of bus companies and passengers, the paper treats the sum of cost as the objective function.The system proposed in this paper has important applications value in intelligent transportation, which reflects strategic thought of the development of urban public transport the country advocated, creating a harmonious environment.
