As economy globalization and social division becomes more and more specific, and with the rapid development of e-government and workflow technology, the cross-organizational business process for e-government has been widespread. The characteristics of cross-organizational, dynamic and knowledge intensive and so on, lead to many problems in the modeling, management and control of the cross-organizational business process for e-government. Firstly, there are distributed and autonomy organizations in cross-organizational business process for e-government, each of them has its business process, and may also have information system. From the angle of information system, the integration management of inner systems in autonomy organizations can be classified into centralized method and decentralized method. The traditional and centralized method manages and controls all business processes of organizations only by one central site, which tends to bring lots shortcomings, such as one point failure, performance bottleneck, bad scalability, and so on. The decentralized method consists of many independent local sites, and each site can free communicate with each other, so that the method can ovoid those defects. However, studies in decentralized control of business process for e-government are not yet abundant. Then, for each distributed organization builds its internal processes respectively in cross-organizational business process for e-government, it leads to such problems as semantic ambiguity and concept inconsistency, which affect the correct building and executing of the overall process. Finally, the organizations’ dependence relationships and tasks’ dependence relationships of cross-organizational business process for e-government is acquired and arranged by the mutual cooperation of the business personnel and technicians who belong to different organizations, so it easily leads to many problems and defects, such as high human cost, long time consumption, and incomplete or inaccurate recognition results.Currently, there are some relevant researches, which provide good reference and reference for this paper, but can’t solve problems above completely. Based on the role network model and the common knowledge element theory, this paper proposes the modelling method, dependence relationship recognition algorithm, and further designs decentralized management system architecture, components and control mechanism. The main contents of this paper are shown as follows. (1) Aim at the characteristics of cross-organizational business process for e-government and the demand for decentralized management and control, based on RNM, the core elements of business process are acquired, and the knowledge element model of core elements is proposed by extending the common knowledge element model, finally, the knowledge element model has been applied and verified by an actual case. The knowledge element model can guarantee the concept unity and the semantic consistency of the distributed core elements.(2) Based on the knowledge element model method proposed, the dependence relationship is defined, and the judging criteria and dependence relationship recognition algorithm are proposed, finally, the recognition algorithm has been implemented and validated by an actual case. By the premise of complete knowledge element, the algorithm proposed can ensure that the recognition of dependence relationship is quick, correct and complete in cross-organizational business process for e-government.(3) Base on above research, firstly, provide the overall design of decentralized management system. Then, design the interaction protocol among distributed organisations. Further, with considering the dynamics of cross-organizational business process for e-government, the decentralized control mechanism and key classes are designed.In this paper, the knowledge element model proposed completes and enriches the role network theory. To some degree, the knowledge element based dependence relationship recognition algorithm can make up the defects of existing researches. And base on those researches, this paper designs the architecture and control mechanism of decentralized workflow management system, which provides theoretical guidance for management and control of decentralized cross-organizational business process for e-government, and has extensive application prospect.
